I)    A.P.I.I.C. Ltd.

FUNCTIONS AND DUTIES

Andhra Pradesh Industrial Infrastructure Corporation Limited was established in the year 1973 with the objectives of identifying and developing potential growth centres in the State fully equipped with developed plots/sheds, roads, drainage, water power and other infrastructural facilities; providing social infrastructure, like housing for workers near industrial zones; co-ordinating with the agencies concerned for providing communication, transport and other facilities.

PROJECTS 

With a view to achieving rapid industrialization, balanced development and improvement of quality of life of the people of the state, infrastructure facilities of higher quality and on a large scale are required to be provided, the Government of Andhra Pradesh directed   APIIC to embark on Mega Infrastructure Projects by inviting Private Sector Participation.

   
   

II)      The powers and duties of its officers and employees.

The APIIC has staff functionaries and line functionaries.  They have been divided into four categories, Class I, Class II, Class III and Class IV.  The Class I Officers are responsible for formulating the policies of the Corporation and the rest of Officers are responsible for implementing the policies laid down by the Management from time to time; regulating the routine administrative functions; processing inputs for shaping policies of the Corporation; Supervising work turned out by their subordinate Officers and staff; liaising with other related agencies connected with the Corporation activities; collection, analysis and processing of data and developing suitable management information system for feed back and decision making; for issuing guidelines; identifying new entrepreneurs and improving occupancy position in the Industrial areas developed by the Corporation; creation of quality infrastructure.

CHAIRMAN & MANAGING DIRECTOR :   SRI B P ACHARYA, IAS

Chairman & Managing Director is the Chief Executive of the Corporation with powers and responsibilities delegated by the Board, from time to time.

Chairman & Managing Director has overall responsibility of Organisation to carryout its programmes and policies.

Chairman & Managing Director shall approve Quality Manual and Quality System Procedure.

Chairman & Managing Director, has the authority to oversee the entire activities of the Organisation and to implement total Quality System. 

EXECUTIVE DIRECTOR (M):           SRI D MURALIDHAR REDDY

He is allocated the following subjects:

  1. The Subjects relating to Land Acquisition, Projects, Asset Management, IALAs, Personnel,  Administration and Public Relations, Legal, Finance  pertaining to  all Zones in the State
  2. Petroleum, Chemical &  Petrochemical Investment Region (PCPIR)
  3. Any other special assignment as decided by CMD

ENGINEER IN CHIEF:  SRI K V V SATHI REDDY

He is looking after THE Administrative and Technical supervision of all Engineering works pertaining to Visakhapatnam, Visakhapatnam Special Zone, Kakinada and Vijayawada Zone.

Co-ordination pertaining to APPCPIR and Important projects, in the Region.

Any other work assigned by C&MD from time to time.

He reports to Managers Director.

ADVISOR I :    Sri M Manjan Rao

Administrative sanction for all the Engineering works pertaining to Nellore, Tirupati, Kadapa and Kurnool Zones including Ananthapur District and IGCARL Project.

Technical and Administrative supervision of all Engineering works of Nellore Zonal and works pertaining to Somasila Drinking ATER Supply Project.

Overall general supervision of Engineering works pertaining to Tirupati, Kadapa and Kurnool Zones and IGCARL project.

Any other work assigned by C&MD from time to time.

He reports to Managing Director.

ADVISOR II :      Sri D Pardhasaradhi Rao

Administrative & Technical Supervision of all Engineering Works pertaining to Cyberabad, Shamshabad, Patancheru, Moula Ali, Jeedimetla, Warangal and Karimnagar Zones.

Any other work assigned by C&MD from time to time.

He reports to Managing Director.

CHIEF ENGINEERS :

SRI SIDDAIAH NAIDU, CHIEF ENGINEER I (I/C)
                                               
Overall supervision of Projects Wing, Asset Management, Internal Audit, Quality Control wing Coordination of works pertaining to ERP.

Any other work assigned by C&MD from time to time

He reports to Executive Director.

SRI A VENKATA RAMAIANAH, CHIEF ENGINEER II (i/c)

Technical Supervision of all Engineering Works pertaining to Tirupati, Kadapa and Kurnool Zones including Technical Sanctions for the works in the above Zones.

(He shall work under the overall supervision and administrative control of the ADVISOR I.

Any other work assigned by C&MD from time to time

There are Engineering Chief, Advisor I, Advisor II and two Chief Engineers in the Corporation. They are empowered to exercise the following powers in respect of the Zones earmarked between them.

He is PIOs in charge of RTI Act 2005, pertaining to Head Office of the Corporation. He is reporting to Executive Director. He is also in charge of matters pertaining to Local Authority and is reporting to Executive Director.
 
GENERAL MANAGER (PERSONNEL) :       SRI T GANGADHARAM

He is assisting the Executive Director in matters relating to Personnel Wing and service matters.  He is also assisting the Executive Director in compilation and sending reports to Government on performance indicators.

GENERAL MANAGER (LAW) :     Smt Rashmi  J Abhichandani

She is looking after the Legal matters of the Corporation and is working under the control of the Executive Director.

GENERAL MANAGER (FINANCE) :       SRI K SANYASI RAO

He is reporting directly to the Executive Director in the matters of Accounts and Finances of the Corporation.  He is responsible for finalisation of accounts, price fixation, etc.  He is also in charge of Internal Audit.

COMPANY SECRETARY :    SRI M SIVA S REDDY

He looks after the Secretarial work of the Corporation.   He is reporting to Chairman & Managing Director.

SPECIAL DY. COLLECTOR (LAND ACQUISITION) :    SMT. V  TULASI RANI

She is assisting the Executive Directors in matters relating to Land Acquisition.  She also designated as the Estate Officer under the APPPE Act.

SPECIAL DY. COLLECTOR (LAND ACQUISITION) :    SRI  S PRABHAKAR REDDY

He is assisting the Executive Directors in matters relating to Land Acquisition.

Dy. GENERAL MANAGER (PR AND MARKETING) :          Sri J HANUMANTHA RAO

He is looking after the work of Public relations, printing of brochures, arranging luncheons, dinners, coordination of visits of VVIPs to foreign countries, foreign teams to India, release of advertisements, tender notices, etc.  He is reporting to Executive Director.

CHIEF GENERAL MANAGERS / ZONAL MANAGERS:

Chief General Managers / Zonal Managers are the field level representative of the Corporation who is responsible to implement programmes and policies of the Corporation, as per delegations given to them.

They are responsible to identify new entrepreneurs and improve occupancy position and is responsible for arranging district level promotional campaign to attract entrepreneurs/business development.

They are responsible for execution of civil works, as per schedule and ensure quality of works. 

They are responsible for correcting non-conformance and servicing.

They are responsible for financial management and Accounts at Zonal Offices. 

They are responsible as PIOs to receive applications under RTI Act 2005.

They are delegated with requisite authority to create quality produce (infrastructure); implement policies of the Corporation and improve marketing potential for the products.
   
   

III)     The procedure followed in the decision-making process including channels of supervision and accountability.

The Board of Directors is the chief policy making Body of the Corporation.  The Chairman & Managing Director is the Chief Executive of the Corporation.  Officers representing different Wings assist him.  The APIIC has staff functionaries and line functionaries.  They have been divided into four categories, Class I, Class II, Class III and Class IV.  The Class I Officers are responsible for formulating the policies of the Corporation.

The Corporation has a set of norms and rules for discharge of its functions.  The employees are governed by Conduct, Discipline and Appeal Rules, 1974 (ANNEXURE - I).  They are also governed by the APIIC Ltd Staff Regulations, 1974 (ANNEXURE - II), apart from other rules, viz., Leave Travel Concession Rules, TA Rules, TTA Rules, Leave Rules, etc.  The Accounts are to be maintained as per Accounts Manual; Engineering works are carried out as per Engineering manual.  The allotment of land/shed is governed by APIIC Allotment Regulations, 1998.  The Corporation is also vested with powers of Local Authority in all the Industrial Areas developed by APIIC.  All the registers, documents as prescribed by AP Municipalities Act, 1965 and AP Pachayath Raj Act, 1985 are maintained.

   
   

VI)      Statement of the categories of documents that are held by it or under its control:

The Corporation holds a number of documents.  Some of them are confidential in nature.  They include Agenda and Minutes of the Board of Directors, Confidential reports of employees, etc.  Other records include awards for lands acquired by the Corporation, sale deeds issued to the allottees of industrial lands/sheds/houses/godowns, tenders, Measurement Books, Statement of accounts.

   

VII)    The particulars of any arrangement that exists for consultation with or representation by the members of the public in relation to the formulation of its policy or implementation there of:

As per the bye laws of the APIIC Government has appointed Board of Directors with Official and Non-Official members for formulation of policies and implementation thereof.

Under Local authority status representatives of Industrial Establishments have been nominated under Service Society concept to maintain the civic amenities in the Industrial Areas developed by the Corporation.

The information in respect of the activities of APIIC Ltd is made available in apiicltd.com. website.  This Corporation is also proposed to have an on line application to provide information to the entrepreneurs about the vacancy of Plots/Sheds/Houses/Land Zone wise/District wise and the prevailing rates and also have email correspondence with the entrepreneurs by Zonal Offices as well as from Head Office.

In Head Office all the information, Brochures in respect of the Projects/Industrial Estates/Industrial Development Areas are made available with Public Relations Officer in charge of PR wing of the Corporation at Head Office.  It is also proposing to place the said information in the Website being developed for providing Online information.      

All the Zonal Managers in the Zonal Offices will provide the above information in their respective jurisdictions.

NO separate Library/Reading Rooms are being maintained in Head Office for Public use.

The information on availability of Industrial Plots/Sheds in Industrial Estates /Industrial Areas in the State is being published in daily News Papers periodically by all the Zonal Offices in the State.
